					<description><![CDATA[<p>A newly funded bias-checking app claims to fix appraisal discrimination, by sidelining appraisers, duplicating existing standards, and redefining valuation from the sales floor.&#160; Appraisers, this bit of news about a new bias checking app fluttered across my office floor the other day, causing me to trip. From the article: “&#8230;eliminate home appraisal bias, which happens when Black homeowners&#8217; properties or properties in predominately Black neighborhoods are valued less than comparable properties owned by white households or in primarily white neighborhoods.” This new electronic theoretical bias checker was developed by three women in Philadelphia, who ARE NOT appraisers. Instead, they are&#46;&#46;&#46;</p>

					<description><![CDATA[<p>Folks, I recently attended a Train the Trainer 1.5 day class about the new UAD/URAR, jointly facilitated by Fannie Mae, Freddie Mac and Aloft. About 20 other instructors from across the US were also present. This class is required before this new UAD material can be taught to other appraisers, under contract with the GSEs. My info below is a limited high-level summary for the new UAD and URAR of what was presented, and what the appraiser community can expect to see, from now into 2026. Another appraiser (in CA) settles a discrimination complaint: Oakland homeowner settles with appraiser, lender after $300,000 lowball appraisal The entire case is based on allegations by the homeowner, who had decided the value of the home was more than the appraised amount, before the appraisal was done. But when one reads through the story, one has to question whether the appraiser truly was biased against&#46;&#46;&#46;</p>

					<description><![CDATA[<p>The implication that if the VALUE is too low, then there must be “material deficiencies” present, is deeply troubling!&#160; Up until recently, there has never been a standardized policy for mortgage loan related Reconsideration of Value (ROV) requests after an appraisal has been submitted. Now there is, per the attached PDF HUD/FHA mortgage letter. The GSE’s have similar policies. I’m not opposed to having a standardized ROV policy. My concern at this point is &#8216;training&#8217; materials will be available in Q4 2024, but actual implementation of the &#8216;new reporting process&#8217; won’t begin until Q3 2025 with limited production, into 2026. Note that in the future &#8220;form numbers&#8221; won’t be used. Instead, the assignment instructions will be based on a scope of work for the loan process on the particular Subject property. The entire 2023 has been one chilling episode in terms of mortgage lending appraisal assignments for appraisers. It was sent in response to the ‘first’ data dump FHFA made which uses CENSUS TRACT data to try to convince others that appraisers are biased by using ‘people demographics’ contained in Census Bureau info. You can find that ‘dump’ here. The writer of that first FHFA dump was identified by name, and included an email address. So the appraiser wrote a respectful email to Mr. Russell. It turns out, shortly after this FHFA document was released, Mr. Russell left FHFA. So this nice letter sent several&#46;&#46;&#46;</p>

					<description><![CDATA[<p>Folks, the American Enterprise Institute Housing Center has been, to date, the only major voice in the wilderness I’ve seen publicly defending appraisers and the appraisal process. They have refuted most of the highly touted ‘studies’ promoted by Dr. Andre Perry and others, which the current administration has considered the gospels of appraiser intolerable performance. The Biden-created ‘black oriented’ 13 agency PAVE Taskforce, co-chaired by HUD Secretary Marcia L. Fudge, who is a black lady, issued another report recently. 					<description><![CDATA[<p>Marcia Fudge, the Secretary of HUD, decided to convene a special meeting of master minds with absolutely no real diversity, equity or inclusion included, with the intent of “closing the racial gap and increasing access to homeownership in African American communities.” Appraisers, all the racial mud-slinging against appraisers by the current government is extremely disheartening toward our honored profession. The people ‘in power’ over the last few years have been fond of image building and acronyms, believing those items will have magical influence over property values, and how people conduct themselves. One of these is named DEI, which stands for&#46;&#46;&#46;</p>

					<description><![CDATA[<p>Appraisers, on Thursday, before the Memorial Day holiday, I circulated across the US an email asking for response to a simple two question survey about how you “adjust” the GLA square footage between the Subject and Comparables. The questions: adjust 100% of the square foot difference, or adjust the difference after a ‘threshold’ square foot amount (meaning not the full 100% difference). I received a respectable number of responses compared to emails sent out, and also posted to 3 different web forums, nearly 200 replies. So that’s enough to validate the percentage of both responses, and report the trends. As&#46;&#46;&#46;</p>

The Federal Housing Finance Agency is a is a critical provider of the data necessary for oversight, enforcement and research, FHFA Director Sandra Thompson noted during a discussion in late March.
