About 20 other instructors from across the US were also present. This class is required before this new UAD material can be taught to other appraisers, under contract with the GSEs. 					<description><![CDATA[<p>Here’s the link to the ‘slide show’ the GSE’s have produced showing proposed design of the future, revised, URAR appraisal form. In my initial very quick observation of the proposed changes, there is FAR MORE INFO REQUESTED about the subject and comparable sales than the &#8216;current&#8217; 2005 URAR form has on it. If this is what the final version will be like, the appraiser’s time to ‘complete the form report’ may increase exponentially. It may mean that the cost of the appraisal will increase. I hope people involved with this will be more sensitive to this aspect, unlike what was&#46;&#46;&#46;</p>

					<description><![CDATA[<p>What once was a ‘three year’ project to redesign and implement revised appraisal forms has morphed into one taking far longer. Actual implementation and use of ‘new forms’ are not scheduled to happen until (presumably) early in 2024, but could be extended even further. By 2024, the currently used ‘forms’ will be 19 years old, and the current UAD overlay entering ‘teenage hood’ at 13. For context, the current Planet Mars Perseverance Rover mission to successfully plan and land scientific instruments took only 9 years! 					<description><![CDATA[<p>Appraisers, I had a recent discussion with a review appraiser, who discussed a &#8216;situation&#8217; with me. It involved Highest and Best Use (H&#38;BU), and the appraiser&#8217;s reluctance to re-do a report so that a loan could be made. The appraiser had checked the H&#38;BU question box on page 1 of the 1004 form as &#8220;NO&#8221;, which immediately stops the lending process. This H&#38;BU topic is sometimes difficult for appraisers due to many variables which need to be analyzed. 					<description><![CDATA[<p>Sharestates operates a crowdfunding platform that provides alternative mortgage lending secured by both residential and commercial real estate. Over the last 10 years, it has reported average annual returns for loan investors ranging from 9.24% to 11.02%. With returns like these, there is likely some loan risk – and Sharestates reports a current foreclosure rate of 2.44%. Following several of its foreclosures, Sharestates has filed professional negligence cases against about a dozen defendant appraisers, appraisal firms and appraisal management companies, blaming the loan losses on inflated appraisals. 					<description><![CDATA[<p>I have in my possession an appraisal for a DUPLEX (2 family residence) on a FNMA 1025/FrMac 72 form, commonly called the &#8216;1025 Form&#8217; which was done by a Certified Residential Appraiser licensed for 8 yrs, 6 months. Items &#8220;observed&#8221; in the report: UAD rating numbers are used for Quality and Condition. 1025 forms are not UAD coded, so why are these used? Please don’t tell me &#8220;the client said so&#8221; because the client is incorrect, and may not be aware. Use the standard wording for those items, and provide a definition description of the standard wording you use. The Highest and&#46;&#46;&#46;</p>

The appraiser stated that the public record and the Plat map did not agree with each other and that he chose the figure shown in public records. The reviewer questioned why he would choose the public&#46;&#46;&#46;</p>

					<description><![CDATA[<p>GSE’s “really want your input” on the proposed revisions&#8230; Folks, Rumor has it that the GSE’s are ‘finally’ considering making revisions to the current appraisal report forms. I suspect there have been draft forms already produced, and possibly are actually being tested in a cave somewhere in the Appalachian Mountains wilderness or perhaps inside Yucca Mountain, Nevada. But rumor has it that the GSE’s “really want your input” on the proposed revisions. But how to do that is not revealed in the rumor. This is something to keep at least one eye observing over the next many weeks, months,or maybe&#46;&#46;&#46;</p>

This is largely why AMCs exist. AMCs, in turn, quietly off-load some of their activities to other subcontracted entities. Some AMCs contract out state licensing and registration compliance responsibilities to outside concerns. A few use portals to send out engagements to their panel of appraisers. Others farm out payroll and invoicing. Still others outsource their QC work. This begs the question: What exactly do some AMC’s provide&#8230;directly?
