Behind every annual notice of assessments is a complex valuation system most property owners never realize exists. The Appraisal Foundation defines mass appraisal as “the systematic appraisal of groups of properties as of a given date using standardized procedures and statistical testing.” In practice, mass appraisal is a method used to value large numbers of similar properties at the same time consistently. Properties may be grouped by physical characteristics, location, or property type. Mass appraisal is mostly used for ad valorem (property tax) assessments.

Targeted under the guise of equity, I faced baseless accusations with no due process — until I used FOIA, uncovered the truth, and turned the tables. But I had a secret weapon: I used artificial intelligence. For decades, appraisers have worked in silence, held hostage by regulations, scrutiny, and — recently — false narratives of systemic racism. When the Biden administration launched the PAVE Initiative, it claimed to champion equity in housing. But behind the curtain, it became a political tool. The result? Appraisers like me were targeted based on ZIP codes, stripped of due process, and labeled racist —...

The “Bye Bye AMC” script, a clever SQL solution, aims to disrupt Appraisal Management Companies by automating merit-based appraiser assignments, slashing AMC fees, and boosting transparency in real estate valuations. In the high-stakes arena of real estate appraisals, where precision tangoes with red tape, a sharp SQL script named “Bye Bye AMC” is poised to shake up the status quo. Crafted by Chase Pursley, founder of Appraisal Inbox, this code isn’t just a string of queries — it’s a potential death knell for Appraisal Management Companies (AMCs) that have long profited by squeezing appraisers, meddling in valuations, and padding their...

The recent announcement from Connect by ValueLink has sparked outrage among appraisers. Effective January 1, 2025, the company plans to institute a new $19.99 monthly user fee for all appraisers utilizing their portal to receive and submit appraisal orders. This fee will be in addition to the existing technology fees already charged on a per-appraisal basis. Understandably, many appraisers are up in arms over this development, viewing it as yet another “junk fee” that will only serve to erode their already-thin profit margins. What makes this particularly galling for appraisers is the fact that it is often appraisal management companies,...

Folks, I recently attended a Train the Trainer 1.5 day class about the new UAD/URAR, jointly facilitated by Fannie Mae, Freddie Mac and Aloft. About 20 other instructors from across the US were also present. This class is required before this new UAD material can be taught to other appraisers, under contract with the GSEs. My info below is a limited high-level summary for the new UAD and URAR of what was presented, and what the appraiser community can expect to see, from now into 2026. It is not meant to be comprehensive; I may send out other info as...

Ultimately, the United Appraisers Network would represent a bold and progressive alternative to the Appraisal Institute… The recent firing of Cindy Chance, the CEO of the Appraisal Institute (AI), has ignited widespread outrage and a profound sense of distrust among appraisers nationwide. In the wake of this controversial decision, discussions have emerged on industry forums about the potential creation of a new appraisal organization that would better serve the needs and interests of all appraisers, regardless of their specialization or credentials. Leading this charge is David Samnick, a Georgia-based appraiser, who has proposed the establishment of the “United Appraisers Network”...

On September 13, 2024, the Appraisal Institute President, Sandra Adomatis, SRA, announced that Cindy Chance is no longer the CEO of the Appraisal Institute. “We are writing to inform you that as of today, September 13, Cindy Chance is no longer in her role as CEO of the Appraisal Institute.” In an interview published by HousingWire, Cindy Chance disclosed that the Board of Directors had terminated her. Rumors that this was pending have been circulating around AppraiserVille for several weeks. I’ve been reading comments on various forums asking “will we be told the real reason for this?” My answer: Nope....

These kinds of releases are mostly factual, but are often embellished to present a particular ‘owner’ point of view to influence opinion about products. I remember listening to Jeff Bradford many years ago who discussed the early stage process to electronically review photos. He said it was pretty difficult then.

Reforming the appraisal review process is essential to maintaining the integrity of the real estate market and protecting consumers and homeowners. In mortgage financing, the appraisal process is often seen as the foundation of accurate property valuation and market stability. This stark disparity not only undermines the credibility of the review process but also revives the threat of past missteps, once...

But a greater peril looms. Mortgage giants Fannie Mae and Freddie Mac are reportedly “bench-testing” an arrangement with a foreign AI firm in which the offshore firm will data-mine millions of images showing the personal spaces of U.S. homeowners and tenants.

A colleague recently shared an important heads up regarding Fannie Mae and Freddie Mac’s plans to implement photo recognition AI to analyze appraisal photos. This technology can scan a single photo and extract over 100 data points related to quality, condition, and repairs. For example, it can identify flooring types, appliance models, and even assess light levels in a room. Later this year, the GSEs plan to run all appraisal reports through this AI and cross-check the appraiser’s stated quality and condition ratings. If the AI’s analysis differs significantly from the appraiser’s, it will automatically generate a complaint letter to...

“FNMA’s collateral underwriter tool has a line item adjustment it makes on every comparable called Census Block Grid.” In a recent discussion within the comments section of an article titled ‘The Censorship of Appraisers,’ an appraiser shared a concerning statement from an underwriter about an adjustment made by Fannie Mae’s Collateral Underwriter tool. The underwriter revealed that the tool uses a ‘Census Block Grid’ adjustment (CBG) to evaluate comparable property values. This adjustment, which modifies values based on median home values within specific census blocks, raises concerns for potentially reflecting practices akin to redlining – a discriminatory practice that is...

…whether through redlined maps or implicit “one-mile rule,” the result can be undervalued properties in historically marginalized neighborhoods. Throughout the history of mortgage banking and lending in the United States, underwriting policies have significantly influenced the appraisal process for home purchases and refinances. Appraisers must follow underwriter appraisal review guidelines meticulously to ensure their appraisal reports are accepted by the lender. Unfortunately, in the past, these policies became the basis for redlining, wherein certain communities were systematically denied access to mortgage credit. In this article, we delve into the historical context of underwriting policies and their influence on the appraisal...

We will call it “AGENT MANAGEMENT COMPANY”. We will ensure that the use of runners is prohibited… Public trust. It’s a real thing. It appears that this recent lawsuit that the NAR LOST has exposed antitrust, collusion and price fixing between agents. I am thinking about creating a new AMC. We will call it an “AGENT MANAGEMENT COMPANY”. We will create a buffer per say between the buyers agent and the sellers agent thereby protecting the buyer and seller. We will have a roster of approved agents nationwide. They will be thoroughly vetted. Routinely background checked. Ensure they are fully...

“Many of the repurchase letters make no sense,” said the insider. If analysts don’t write enough defects on those files, they get hammered. If analysts fall short of their peers in “production points,” it’s considered their fault, said the insider. At the heart of Fannie Mae’s valuation system is a tool that shunts a subset of the millions of loans purchased by the mortgage giant each year into a “high risk” pool. Fannie then pressures and incentivizes a corps of in-house analysts to create further doubt about the loans in order to send repurchase demands to lenders for up to...
