I would agree that some accomplishment whether by education or experience is recognized in appraising real estate. Either requires sacrifice and dedication and as you say an ability to pass the tests.

My experience and education leave me believing the character of the candidate appraiser whether by education or experience is of primary importance and there is yet no reliable test for that, but we are painfully alerted by a failure. For now the substitute you mention  of commitment to ethical professional practices is what is desperately needed.  

Can Congress fit that in or do we leave it up to the various states to figure out?]]></description>
