I usually quoted two prices for apartments, "du-to 4 plexes" one price includes inspecting each and every room and the other by interviewing the manager. The extended time and effort is a matter that the client can accept or not.

One time I provided reo inspection in a basement which was actively flooding. Nobody had winterized the unit and with a recent freeze, the water was a foot high. I waded around, noticing the electricity was still on, realizing that I should be more careful and am lucky I did not get electrified right there. When it comes to reo, the asset holders should always prioritize both a full inspection appraisal, and a legitimate home inspector. The two are not interchangeable. How does one extend millions on a commercial building purchase without getting a current building inspection? If I was a commercial appraiser I'd be checking subject to verification of utility by a qualified inspector, every single time.
